County Manager Brian Haines currently is the county's director of Financial Services, and he will retain the responsibilities of that position while performing the duties of county manager. Haines, 47, received his CPA certification in 1988. He has 15 years of public accounting experience specializing in government audits, including 10 years with the Las Cruces firm of Kriegel and Co., Ltd. During his tenure at Kriegel, Haines was the audit partner in charge of Dona Ana County's annual audit.
The County Manager oversees all day-to-day activity within county government and works closely with elected officials and department heads to coordinate a cohesive and progressive management strategy designed to enhance infrastructure, minimize debt and expedite services.

Commissioner Arturo C. Terrazas was elected in November, 2000. Terrazas is a resident of Anthony and a native of La Union. He attended high school at Gadsden High School and attended the University of New Mexico, where he pursued a degree in business. He is the owner of New Mexico Environmental Consultants, and he is a former employee of the Dona Ana County Utilities Department and the City of Las Cruces Utility Division. Commissioner Terrazas is particularly interested in promoting economic development and the creation of jobs through attracting small business to the area.
District 1 encompasses a large portion of southern Dona Ana County, including the communities of Brazito, Mesquite, La Union, Santa Teresa, Sunland Park and parts of Anthony.

A resident of Las Cruces since 1975, Commissioner Kent Evans was elected in November, 2000. Commissioner Evans holds a bachelor's degree from the University of Miami, Fla., and has more than 36 years of experience in the fields of human resources and public relations. He is a past president of the Greater Las Cruces Chamber of Commerce and a member of the Hispano Chamber of Commerce. He has served twice as district board member of the Dona Ana Arts Council and is a past executive board member of the Southwest Space Task Force.
District 4 encompasses most of northeast Dona Ana County, including the East Mesa areas of Mesa Development, Hacienda Acres, Organ, Moongate and the eastern areas of the City of Las Cruces.

Dolores Salda–a-Caviness was elected by the voters of District 2 in November, 2004. She took office Jan. 1, 2005. Salda–a-Caviness, a Democrat, is a resident of Sunland Park and a former Sunland Park city councilor. Commissioner Salda–a-Caviness has pledged to work hard not only for her constituents in District 2, but for all residents of Dona Ana County.
District 2 encompasses a large portion of southern Dona Ana County, including the communities of Brazito, Mesquite, La Union, Santa Teresa, Sunland Park, and parts of Anthony.

Commissioner Karen Perez, a Democrat, was elected to the District 3 seat on the Dona Ana County Board of Commissioners in November 2006. District 3 encompasses a large sector of southeastern Dona Ana County - including much of the southeast quadrant of Las Cruces (primarily the Las Alturas, Telshor, and University Hills neighborhoods) - as well as NMSU and the communities of Vado, Berino, Chaparral and part of Anthony.

Bill McCamley moved to Las Cruces in 1992 after his father retired from the U.S. Army. After graduating from Mayfield High School in 1996, he went on to New Mexico State University, where he earned an honors degree in government with minors in history and biology. During his time there, he served as president of the Associated Students of New Mexico State University. He then went on to attain his master's degree in public policy from the Kennedy School of Government at Harvard University. He is the executive director of the New Mexico Rural Development Response Council, a non-profit entitt that helps New Mexico communities create jobs. He has also recently been employed as government instructor at Dona Ana Branch Community College.
District 5 encompasses the northwest quadrant of Dona Ana County, including much of Las Cruces north of Picacho Ave., as well as the communities of Dona Ana, Hatch, Salem, Ogas, Radium Spring, Garfield, and Rincon.
